I have at least 10 potato plants growing this year. I'm hopeful that I will be able to harvest more than the three tiny potatoes I got last year - perhaps enough to pay back the cost of the box of seed potatoes

We got rid of horseradish by digging out and screening all the soil of the four foot by four foot square it was in. Somewhat laborious, but effective.

Sounds like you have a lot going on. Gardening is fun. Even removing annoying pest plants. You can eventually get the horseradish up by pulling it and going deep for the roots. I am sure you will succeed.
