Even though he was drunk, he might have struck his head in the process of collapsing, so it's still a good idea to check, even if you are 100% sure that alcohol is causing the problem.
As for the protocols changing - they keep doing that. When I did mine, the instructor was having to tell some of my fellows that the accepted practice was now not to check for a pulse, since it's a fairly fallible process, and just wastes time. It was brought home when not even he could actually find a pulse in our test subject, despite the fact that she was giggling and sticking out her tongue at the rest of us when we told her she must be a zombie.
Fortunately, the drunk didn't hit his head, we saw him go down. Even so, you're right, you always have to check. Also, Eelco reminded me over dinner tonight that the smell of alcohol was irrelevant as diabetics can smell like they've been drinking.
One difference between Dutch and English protocol is that here, Wingnut was taught to only shake the victim by the shoulder to guage responsiveness. I say, bring back the neck pinch. :-)
