I'm in two minds about it myself. As the picture is kept on Picasa, you can "like" it there.
On the memorial itself would be a different matter. And, I think the people who made the memorial would rather have the person than a "like" for the memorial.

The point of a "like" button is that it's a single click operation. You'd have to click to enlarge to know my photo is on Picasaweb and then you'd have to find the "like" button tucked away in the corner if you didn't have its location memorised already.
No one would suggest a "like" at the memorial!
Obviously, the people who created the memorial would rather have her than a bike covered in flowers. However, they'd no doubt like the fact that someone bothered to stop to think about a stranger who mattered to these people.
