I can't be 100% sure, but I think it's a group of ShuuKira fans that get together for Comiket each year and sell their doujin and what not. It's put together by two of the bigger ShuuKira artists (that I know of), including the person that drew the banner this comm uses xD
I don't think it's an event on its own, but again, I can't be totally sure. I do know that this is the 3rd event, they've been doing this for a couple of years now. Also I think last year or something there was an awesome collaborative calendar where 12 artists all did a piece of ShuuKira art and they made a calendar of it~ I only saw the banner with previews, but the art looked pretty nice :p
