I'd say that even more important than this slip of tongue is his expressed support for equal tax rate for a billionaire and a janitor.
Did he mean that he wants to raise tax for the poor or lower it for the rich?

It means he can't read his teleprompter.

yeah, his reading skills seemed to have degraded significantly in this speech.
but still, his teleprompter apparently did intend to express O's support for equal rate - I find this fascinating and hope that it will not go unnoticed.
