I used Image Ready from Adobe Photoshop to make the animation icons. It takes a lot of layers to make an icon animated. For example the icon you've mentioned. I'm using a layer after layer to make the petals fall from right to the left, while the base image is still still. It takes a lot of patience to make an icon animated.
