Some newcomers end up in their headquarters here in Mahogany Town rather than in New Bark Town and are press-ganged into the organization. And they've already made some moves -- they've taken over the radio tower in Goldenrod City, and have used it to emit frequencies that drove Water-type Pokémon wild.

...Admittedly, some of this is conjecture, but it makes a lot of sense.
