I asked during a bingo discussion what tumblr was/was for; blog or just for pics? I was told it was both and given the link to a tutorial
It's mostly for posting pics, reposting them to other blogs so others can see them, tagging them so others find them. There is scope for posting other things but I think it's mostly a graphical medium.
Also there is some controversy amongst a few LJ-ers; this post via metafandom has lots of links and thoughts about using tumblr vs LJ. Some see tumblr as an add-on where you can post as many graphics as you like without annoying your flist, some see it as a replacement for LJ, others see it as taking traffic away from LJ because some users don't cross-post if they put their work on tumblr...
Haha, I posted a mini rant a few days ago :D I looove tumblr, but honestly I can't explain it - it's very much about getting into the flow of posts (so the only tip I can give is: the more people you follow, the better). Though I agree with those who say that it's more for visual media - and short text snippets, like "here's an interesting quote from a blog post - and also a link to said post". And it most definitely isn't a blog or an lj substitute (some people add comment services like disqus to their tumblrs but they're empty most of the time -- tumblr+comments=any other blogging platform, so what's the point?). As a matter of fact I'm a bit puzzled at lj discovering tumblr all of a sudden, I mean, it's been around for a while o__O;;
I'm finally coming to realize that there are a lot of blog-like things out there that are really aimed at re-blogging rather than blogging, and/or at posting pics and links and videos rather than posting text. I'm pretty much a text-based lifeform, myself, so these places, while they can be fun to follow, are a pretty useless service for me to sign up for myself. Tumblr appears to be one of these.

Honestly, I have one and I still can't tell you. I think it wants to be some combination of twitter, Facebook, and Livejournal. But I'm not sure.
Suffice to say, I don't use my account. I only created it as part of an assignment for a class anyway.
