TOTALLY illegal. The landlord has a short amount of time (like 4 hours) to repair that or you can sue him.

It is important that you know they cannot charge you for any repairs WHATSOEVER. It is the landlord/property owners responsibility to pay for ANY and ALL repairs to the unit since it is not owned by you. PERIOD. And I am fairly certain he cannot charge you to have A/C services, unless it is an all bills paid unit, he can then add a substantial amount to your rent because it is quite costly to heat/cool a unit. For example, I am in a 900sq ft unit, it avgs about 200/mo for A/C. Whereas in a 1500 sq foot home, it is about the same to cool it. Stupid, yes, can we do anything about it, no.
