I thought it was perfectly in character. He wanted to get a reaction out of Natasha, and it worked - and at that point in the story, he was Tesseract-insane.
(Also, he did NOT make a mistake by turning himself into a mare. It was on purpose. He was trying to distract Svathilfari the stallion, and it WORKED.)
Of course, in Marvel-canon, there doesn't seem to be any connection between Loki and Sleipnir, so...
