That would be "grow a pair", actually, as in the pair of testicles. The idea essentially being that women are impressed and favorably disposed to bold and decisive behavior, and even if it doesn't work you won't spend time beating yourself up and wallowing in pity. It is, as you point out, fairly ironic advice to give when the advice giver isn't also out chasing women.
