I think society does discourage creativity. I understand most people (at least in this country) go through the school system, which discourages it from day one; only a few exceptional people get through it with their creative inclinations more-or-less intact.
It's better now in some ways, worse in others -- it's hard to say. I kind of get the impression that 20-year-olds these days are more creative and independent on the whole than my cohort 20 years ago. Which is funny considering how kids seem to be growing up now in lockdown mode -- supervised and scheduled.

I was at the Maker Faire in San Mateo a few weeks back and the creative energy there is so intense it was overwhelming. It was great to see so many people excited, and that so much of the stuff wasn't even remotely practical. There is something about letting go of utility that is fun and so rare in the software world... Or at least the one I'm exposed to typically.
