Where/when was this taken? The transportation geek in me wants to know if this is typical. If so, this would be a perfect place for some reversible express lanes in the center of the road.
This is Hwy 280 in Colma at about 8:30 AM, at the height of the rush hour. There wasn't any construction or traffic incident causing a delay, this is just the normal "stop-and-go" Southbound traffic. It lightens up slightly a bit further on, when some of the traffic splits off to 101, which is the more commercial side of the peninsula.
The Northbound direction was really light at the time, and the photo has been tweaked slightly to convey the theme of "juxtaposition".
A reversible express lane in the center would be nice, although I'm not sure if there's enough room the entire affected length of highway. Another challenge is the significant difference in elevation between the two sides in some spots. It's a great idea though.
My favorite theory is if everyone drove about the same speed, and stopped trying to change lanes and cut each other off, we'd all get down the road faster.

Dave, this one is quite nice. My favorite things are the exit arrows on the right. It makes me think of herding and selecting. But selecting for what? Do those being selected for exit know where they are going?

You nailed it on the exit arrows. One can be part of the crowd, which is slowly going nowhere... or one can take a chance and try an exit. You don't know what it'll be like; you don't know if you'll get stuck again; but sometimes you just gotta take a chance...
As for me, I'm usually the one going the other way by myself :o)
