Copying a Moitie Sundress

Hey, I was just wondering if anybody can help me by explaining how to do the bodice for this dress, or if I should commission somebody to do it since I have only a beginner's knowledge on sewing.http://hellolace.net/wardrobe/moi-meme-moitie/type/jsk/item/13

To me it looks like the bodice is fairly basic, it just has strips of what looks like chiffon criss crossing it.

I could likely pull it off, but idk if I would try it with a beginner's skillset

do you know how much commissions would be for it? It seems like a pretty simple dress so I was thinking not anymore then $80?

I can't tell if it's done with smocking/pleating or by crossing layers of gathered fabric.

Simplicity has a similar bodice on this dress, and Vogue has a similar bodice on this dress, but neither of them are quite what you're looking for.

Actually, looking at it further, you could probably use the Vogue pattern for the front of the bodice and add two gathered straps at the bottom that would cross and wrap around to form the waist ties. Then do a large shirred panel for the back.

It still wouldn't be exact, but it'd be pretty close.
