I want new rules

Before you call for information/tech support, you have to prove you can do at least three out of the following four things:
  1. Give a reasonably cohesive statement of who you are and why you're calling, instead of rambling off a vague statement with no way for me to identify who you are and what you want.

Most would fail, thus reducing the number of phone calls I have to take. Plan still works.
