The only possible thing I can think of - and it's not much to do with logic or rationality - is that the proponents of the bill somehow thing seeing the fetus will somehow magically awaken the maternal instinct and make the mother change her mind. Because, you know, women who choose to abort are cold, selfish, and unnatural and just need to be taught how to act properly. Never mind that the decision may have been weighed and thought out, or there may be legitimate reasons for not carrying a fetus to term. In terms of medically necessary abortions (ectopic pregnancies, etc.), in fact, this is not only unnecessary, it's downright cruel.
