I honestly think she is this way because her battlestar doesn't have a fleet to look after. They were supposedly on their own ever since the attack on the Colonies, and all they had left was to fight the enemy that had destroyed everything they loved.
This was what Adama had in mind before Roslin made him see reason. Through Roslin's persuasion, Adama eventually made the decision that his battlestar would protect what was left of humanity, and he'd accept Roslin as the civilian leader of the fleet. Since then, I think they've come to find a balance of power between them.
