'Avengers' is any Avengers team, in any verse. It also includes stories about two or more Avengers, but not necessarily the team. I think strictly Peggy fic would work best under CA recs, unless it's Peggy, Steve, Nick and Namor or something. Use your judgement. If it feels like Avengers fic, that should be fine. We're pretty relaxed, because after all, we just want moar recs.
On balance, you should be recing more comics than movieverse but even 50/50 would do. It doesn't matter if you stick to one group of characters, or if try to represent the fandom as a whole.
