Descrimination against the automotively challenged should be illegal

So, I FINALLY got a word back from Kaplan. After much debate, it was decided that having me making my way around Staten Island without a car is not viable. This is despite my objections and assurances that I can get around perfectly fine without a car. Maybe you can try for the Kaplan center on Staten Island? It's not as fancy-shmancy as the city but still pays.
