Looking for story that has Blair leaving Cascade

Blair was attacked by cops who carved "Fraud" into his thigh. They also threatened Jim and that was what sent Blair running. He joined up with a traveling fair. I remember he was making payments on his student loans with the money he made as a fair hand. Any idea?
