For some reason Jim and Blair leave the CPD, I know they have a disagreement with Simon. It may have been that Simon found out about Jim and Blair being together as life partners. If you're talking about In Deepest Consequence by PJ, you've definitely underplayed Simon's culpability in losing Jim and Blair. The basketball scene at the end sounds like this is the correct story.
