This is an older fic, but this is what I remember: Jim came back from Peru and didn't join the police. He became some sort of crime lord and would either keep the "working girls" supplied with drugs or keep them clean for a small fee. He found Blair when he first came to Cascade to attend Ranier, and Blair never made it past the bus station. I

Yep, found it. It's called Another Life by Sheffield. Her google site is down, and since the fic is old, it's not on Sheffield's liverjournal.

I found her site on the wayback machine, but it currently holds no version of that fic.
