I just read this the other day. But I can't help where to find the story. I think this is the one where Simon & Jim get a call telling them where to find Blair. He is under a bridge waiting for someone to pick him up.
Blair has been brain washed and only goes by a number now..

That is the story I am looking for. He was found under a bridge after Brackett left word where he was.
