I like the idea that the Time War would boil up at the wee hours of the morning, and that Rose had learned that she needed to work with what he offers her when he offers it up rather than put it off.

I don't suppose this is meant to fit very closely into show canon, but I'm reminded of how Nine encouraged Harriet Jones to run for PM. "Architect of Britain's Golden Age!" -- which we may now assume never happened, thanks again to the Doctor.

So the Doctor encouraged Mrs. Thatcher to dream of becoming Prime Minister. It's a funny old spacetime, isn't it.
