The MP3 is at a wonky bit-rate.

Tools I have here identify it (correctly) as 32kbit 22050Hz mono, it's MPEG 2 layer III rather than the "original" mp3. Try the WAV instead, if you like. (742k)

I think it's emperor's sound setup which dislikes mono sound files...
