I liked the callback to Voyager and Seven finally mentioning Janeway's name ("Janeway went to bat for me, even threatened to resign") but Seven's being rejected from Starfleet for being Borg is not consistent with Icheb serving in Starfleet.

We may here more about this, but for now, I would guess that some years were between Seven getting refused and Icheb getting accepted, and that Seven would have been accepted later, too, but didn't want it anymore.
