Bear in mind that, according to the news bit I saw the other day, if they had selected one person, it would probably have been Mahmoud Ahmedinejad. The PotY is the person who (I'm paraphrasing horribly, but you get the idea) made the most/biggest news. That can be for good or ill.
What you're saying is that, essentially, Time Magazine decided that a gimmicky response to PotY was better than having the Iranian Prez up on the cover of their magazine as PotY, all across the US?

I didn't look at the link until after I commented. So I was just saying that the terrorist would meet the criteria just as well as anyone else. Arguably better -- certainly their use of the internet gets a lot of coverage!
I hadn't really though much about the gimmickry of it, mostly because I tend to think the whole think is gimmicky to begin with. I was kind of surprised to see comments like the one about how it's interesting, but "not PotY interesting." Maybe I'm too cynical, but I've never really thought of it as a particularly hallowed institution anyway. *wry g*
