You are so right. It's someone that would be totally shocking, and Lucius wouldn't really be so shocking. Besides, his influence is probably not all that great in the wizarding world any more.

17 means that if she's exposed she might as well expose. Lovely thought. No down side at all, really.

She is. She knows perfectly well that list is a very dangerous Last Resort thing; that's why she hasn't used it before. It's the one "debt" she hopes she'll never have to collect.

Hermione hasn't done anything yet that is both shady enough to cost her the sympathies of the wizard-on-the-street ("Her parents? Well, it was war, her intentions were good, and besides - they're but Muggles.") and juicy enough to get people excited and sell a lot of copies
