If you happen to randomly stop by the apartment, on a weekend, with your laptop I could probably fix it. But back up everything you need before I nuke ... fix it.
Re-installing the OS is not a bad idea. It's better to boot to safe mode to fix problems like you're having though if you want to clean as opposed to wiping it.
