depends, do you want it prepared in advance? or do you just want to buy a box and add hot water? either way i have no answer for you.

Your kitchen.
If you are oatmeal-inept, Portage Bay Cafe on Roosevelt has nifty chai oatmeal that should do you, plus you get to stick all the berries and nuts on it that you can stand.

Y'know, oatmeal's so easy to make in the convenience of your own home, and it doesn't cost $3.99 a bowl ...
Having said that, Portage Bay Cafe, downtown or in the U-District.

i would be stoked to find a place where i could get oatmeal for $3.99. does that exist? i am accustomed to paying $7/$8.

I think Jamba Juice has it for around that price. And, yeah ... a canister of oatmeal from QFC costs around five bucks ...

SBux makes "perfect oatmeal". But I just eat the quaker oats m'self.
I prefer cream of wheat if I'm gettin' fancy.

Which is nothing more than generic instant oatmeal that they make when they arrive and hold on heat until it's gone.
