Once upon a time, his apartment complex used to have phone lines, but they slowly got old and unreliable and the complex owner never replaced the lines. Since then the new standard is fiber optic and the phone co and the complex mgr want to stiff the tenants a huge amount to put it in. So the tenants held a meeting about six years ago and decided that since everyone had a cell phone anyway, and they get their tv via dish, they didn't need to hike their rent. But he can't afford the extra package to get dish internet service and doesn't have a computer, so when he has the time to surf the net, he goes to the library, which isn't often, poor thing. He's a WalMart asst. mgr and the hours they have him work is insane.
