Well, in general it's the transparency in insincerity that get to me first. Eloquence definitely helps, but usually that's just a matter of hiring good speech-writers and reading what they give you.
I guess that's what I meant to encompass by eloquent...that he seems so genuine in his speech (whomever wrote it), confident in his role and is able to convey strength and hope to his listeners.
Oh Sarah, Sarah, Sarah, such hostility! I can almost see you there with your hands on your hips, scolding me, using "partisan politics" as the politically correct means to squelch my opinion. An intelligent mind welcomes dissent. My comment meant only to point out to fieryjane that eloquent speech is irrelevant when the person speaking lacks moral discernment. Like you said, it is only the speechwriter that creates the illusion. To many people make political choices based on a superficial, secular, humanistic reality.
