Bullies are full fledged criminals and should be dealt with as such, though our system does not take this seriously yet.
But as you've seen, with this case and probably thousands of other cases, you're right... they do damage that ruins entire lives.

In many instances young bullies are victims themselves, lashing out at others in ways they learned at home sometimes unaware of how harmful their actions can be, but it's been my observations that adult bullies are indeed criminals who know exactly what their actions accomplish and yet somehow keep getting away with their crimes against others.
