The ability is called "Complete Hypnosis." It gives him total control over a person's senses.

When did you see him use it here?

It was sometime ago. He was fighting in the Arena. I arrived late to his match. The crowd was on the edge of their seats and he was standing there doing nothing while his opponent went amok. Seeing things. They all were, or so it seemed.

I know plenty about Aizen. He was one of us, or so he had us believe, for longer than I've been a Captain.

He betrayed Soul Society and all it stands for, for his own lust for power. Manipulated us, turned us against one another, and worse. [As you can... see]

I'd try to stop him myself, but I'd be seen as a criminal here. [And if he was taken into custody, he couldn't be around to protect Hinamori anymore. He won't let her down twice.]
