Finally got a minute to update that document you lot all love so much.

Let's see. Went over amnesty, added businesses, crossed out defunct businesses, painted a friendly bullseye on the antisocial among us (see: known criminals list), talked about blond ringlets, that kind of thing.
Should mention - I spend a good bit of time underground and don't always know what the hell hijinks your surface killers are up to. As far as the cirminals go, feel free to drop a note and tip me off if I missed anyone.
