My dream is to study in Brussels, so I need to learn French.

Do you know that Brussels is a bi-lingual city? :-)

To study in Brussels it is not necessary to speak French at all if you speak Dutch. Flamish language is extremely similar to Dutch (and in written form they are identical) and in Brussels besides LUB, the French speaking University, there is also VUB - a Flemish speaking University!
