They don't seem to put it on the household, but on the person. And since for example Ron isn't at home 24/7, they can detect if he does magic with no overage wizard/witch present. Or maybe I mis-read that. They did say the trace was on Harry, not on the Dursley's.
There's a general trace that detects all magic done everywhere.
