Yes to both. I'm only halfway through exploring and have already reached the "heal 10,000 HP with stimpacks" acheivement, and I rarely use the buggers.

I started with 50 stimpacks. I soon wished that I'd taken 100+. (And some stealth boys, too.)

I somehow managed to survive on salient green and soft drinks, although my lack of stimpacks made the stealth suit pretty annoying to wear.

That suit kept getting me addicted to Med-X! It was like a walking afterschool special.
