I wanted to ask a question,
does the mastered event set, counts as a deck mastery to say I mastered 10 sets?

Nope; event sets are separate from normal game deck masteries. Only the decks that come up in the ranodmizer for claims and get mastery names listed on the wiki count towards event badge mastery totals~
