I think a lot of people (significant number) dislike them.

They're fun with children, I suppose, but after puberty, they look like Barney.

Mimes, however, would be a better option for all societies.

Mimes are cool ... why don't we hate them like we hate clowns. And I don't think I really hated them until an adult - one day I looked at a photo of one, and thought, 'Geez - that's kinda creepy looking.'

I agree, Pennywise is over-the-top, and therefore, it's a little less creepy.
