When the Doctor showed up on Sarah Jane's show, he told Clyde he can regenerate 507 times, and since Wiki says they'd only stated the 12 thing once, that's valid as anything. I think the Master has exceeded 12. I always just dismiss that sort of weirdness as "the Doctor makes stuff up, and you can't necessarily trust anything he says with regards to his own life".
Re: Time Lord kids, as best I can tell(as with most Who canon), nobody knows. I assume they start as children based on the bit in... "Last of the Time Lords"? where we flashback to The Master as a child. But I think there have been different suggestions over the years as to how Time Lords reproduce. (Wiki confirms, but does believe most of the evidence points toward starting as children.)
I thought it was a plot point that the Master stole his extra regens? Or that there was a story about such a thing? Idk, could be completely making this up.
The kids thing is interesting. I keep loling at the idea of looms. I mean, don't get me wrong, it kinda makes sense, I just...lol, looms.
Everyone involved with the show has said that One was... well, number one. There was a bit somewhere in I think Two's tenure where the Doctor had a whole bunch of faces hovering around his head that were supposed to be previous regenerations, but the production team has disclaimed that bit, so it started with One.
As for number of regenerations... no one knows. Theoretically a Time Lord can only regenerate 12 times, but like they're really going to end the show with Thirteen? I don't think so. Also, as the person above said, the Master has regenerated more than twelve times (albeit a couple of those were stolen, but it's the Master. I wouldn't put it past him to steal regenerations just because). So whatever makes the production team the most money is most likely, I'm guessing.
Yeah, I doubt that very much. My favorite theory is that the Time Lords regulated number of regenerations, and without anymore Time Lords, the Doctor can regenerate as much as he wants. I did just have another pointed out to me, though, but idk where you are in S6, and it's a spoiler. Have you seen "Let's Kill Hitler"?

I have seen Let's Kill Hitler! I saw up to Night Terrors and then decided I wasn't going to watch any more until Stephan Moffat learned to write a fucking breather episode already. *may be a tad bit bitter* So! Spoil away.

Okay, so you won't be spoiled anyway! The theory I just had pointed out to me was, River gave him the rest of her regenerations, so if you go with the 12 regens theory, now he has eight or nine more to play with.
