Personal preference usually denotes who a person thinks is best for the character, so I would say personal preference. Who would you think Chloe would fit with best, rather than who the show decides for her. Given her personality, her situation, her powers, everything, who does she best fit with?

I voted Dean, their personalities would work so well together.

I love her with Dean, but because of her Smallville ties, and her work with the League as Watchtower, I think she fits best with Oliver. ;)

That's what I thought too. I mean, when I really get technical, I think of how at least with Oliver she can still be the intrepid reporter we all love. With Dean, she'd be on the run constantly. I love him, but I think Oliver tends to fit her and her lifestyle better. :)

Ignoring canon time lines, much like the writers of SV do... Dick Grayson (as Nightwing). He's not as dark as Batman, but is also not as boy scout as Clark. I've never actually seen anything with this pairing (though I might write it one day).
