after watching a few more episodes (three episodes away from being up to date, whew), i have fairly high hopes that, while sam and cat won't ever officially become a couple, there will be enough implications within the show to have viewers going "hmm, but maybe...?" without it being overtly obvious to children. the one thing i have always liked about dan's shows is that he's very progressive (though some may call what he does "fanservice") without making anyone (especially conservative parents) feel uncomfortable with children watching the show.
there are almost always same-sex kisses and/or implications of same-sex crushes, etc. and even though a lot of dan's writing is sometimes mediocre/shallow/thoughtless/etc., i think he wants to make all his viewers feel welcomed and comfortable, which is why he continues to push the boundaries.
