Seriously no. It's not Rose at all. She feels totally AU. Rose would never asks the Doctor to leave, most likely a place like this, where he is needed. She always adapted to all sort of planets... so why not here?

He could have decided that although he loves Rose his work there was more important, but he didn't. I believe he thinks he's put Rose through enough in the past few months and that its him that should compromise- he never wants her to have to settle for second best again (don't forget he still has a little niggle that she compromised by being left with him not the Time Lord).
Also, the people of the camp coped without him before, and they'll cope again. They have other doctor's and nurses and volunteers.
Again, I'm sorry you feel this chapter is AU but I believe Rose has her reasons here. Hopefully it hasn't spoiled you for reading anymore I post.

No, of course not! it's not because we don't agree about a chapter/ an ending that I'll stop reading your fics! I totally LOVED it, from start to... well, to the last but one chapter. It was a great story!
