It turns out that the vast majority of hair imported from India is not from temples. As reported in India Humanscape Magazine, 4500 tons of hair are exported yearly. 4000 are from comb waste - i.e. hair that fell naturally from women. Only 500 tons are from tonsuring. So even according to R' Elyashiv's psak, we have a kol d'parish mei'ruba parish on all Indian hair sheitels, and they should all be permitted.
