What is this writer's block thing that I keep seeing people doing? Is it a meme? A community?

Basically the mods post user-submitted questions that you can automatically answer by clicking the button. Then other people can see your answers if they click "See Other Answers". It'ss a way to build friends and get people to write in their journals, esp if they haven't written in a while.
