LJ adjusts tags visibility by entry level -- so if you have a tag that only appears on friends-locked entries, when you log out OR log into a journal that you haven't listed as a friend, that tag won't be visible. Likewise if you have a tag that's only used on private entries, you're the only one who will be able to see it.
The only way around this is to have a public entry that serves as a "tags cloud", where you'd have to add all the tags to that entry and then they'll appear in your regular tags list even to non-friends and logged out users.
Thank you for your reply. Now I'm wondering how to make that public entry. I'm new to lj... Is there instructions anywhere to create this cloud (or better a list)?
Welcome to LJ! Sorry for the late reply, but better late than never, right? :) And basically what aztec is saying you'd need to have a public entry, then tag it with every single tags you want to appear publicly.
