So on customized comment pages you want the skiplinks and comment controls of non-customized comment pages, yes?

Yes. That is the idea. The comment controls do not have to disappear.

I only know CSS, so I can fake something, but it probably won't be as interactive as the original. I doubt I'll manage to make it show all the icons in the sprite.
