Header Problem

How I can use header and background image same time? I tried but header didn't show up. SOLVED!
Other question: How I can make the "black area" (which include title) under the header smaller? And I wanna that header is closer to the black area. I'm sorry my bad English, my native language is Finnish but I hope that someone understand.

header is closer to the black area
remove 'padding' in #content or set it to 0

"black area" (which include title) under the header smaller
reduce 'padding' in #header. the order is top, right, bottom, left.
