Is there a way to get rid of this thing? It keeps covering text which annoys me to no end.

Not really. It's part of the default comment pages, where users have no control over display. Depending on your browser I think there are add-ons or userscripts you can use to add ?style=mine to all pages on LJ.
You can also download Stylish and add display:none to the div.b-singlepost-prevnext {}rules.
